			<content:encoded><![CDATA[<p>More than 100 activists trekked to Columbia over the weekend to stand outside in the 100 degree weather and protest Vice-President Biden and Congressman John Spratt at a fundraiser.  Biden had the nerve to praise Spratt for the engineering of a balanced budget in 1997 while blaming our current deficits on former President Bush.  Well, Spratt is the current House Budget chairman and this current House passed a budget last year with a trillion and a half dollar deficit with roughly the same projected for next year as well.<br />

			<content:encoded><![CDATA[<p>John Spratt is the chairman of the House Budget Committee.  He ushered through a budget with a $1.5 trillion deficit last year and is prepared to do the same again this year.  How can the man stand before his constituents and lecture to them about responsible spending?</p>
<blockquote><p>Speaking to a friendly crowd, Spratt, who is chairman of the House Budget Committee, explained the status of the U.S. House&#8217;s budget, something he said is in place despite not having a resolution.</p>
<p>&#8220;We need something to keep spending in line,&#8221; he said. &#8220;We need something that causes people to stop and say, &#8216;Can we afford it?&#8217; We&#8217;ve got that in place&#8230;. Don&#8217;t worry about the fact we don&#8217;t have a budget.&#8221;</p>
<p>In late June, the budget vote stalled and was replaced by other measures, including an alternative budget resolution calling for a cap on discretionary spending at levels lower than those in President Barack Obama&#8217;s fiscal 2011 budget.</p>
<p>Spratt detailed the country&#8217;s deficit and unemployment numbers when Obama took office, talking about its positive turnaround and indicators for the future.</p>

<p>The unpopular legislation is needed to allow the federal government to issue bonds to fund programs and prevent a first-time default on obligations. It promises to be a challenging debate for Democrats, who, as the party in power, hold the responsibility for passing the legislation.</p>

Senator Mick Mulvaney issued a stern criticism of a plan by U.S. Congressman John Spratt and House Speaker Nancy Pelosi (D-Ca.) to increase the borrowing limit of the federal government. Mulvaney, a Republican from Indian Land, is challenging 14-term Democrat Congressman John Spratt in South Carolina’s fifth district.</p>
<p>Earlier this year, Spratt and Pelosi led the fight to increase the $12.1 trillion debt-limit by $925 billion to $13 trillion. Congress has already reached $12 trillion in debt and by the summer of 2010 the House-passed increase will all be spent and Congress will be forced to raise the debt limit just months before Congressional elections.</p>
<p>“It’s bad enough that Mr. Spratt wants to saddle future generations with record-breaking debt,” Mulvaney said, “but for him to conspire with Speaker Pelosi to ram a second increase through, and do so in order to avoid tough votes with an eye towards next year’s elections is unconscionable.”</p>
<p>“For years we’ve heard about John Spratt’s passion and concern about federal deficits and the national debt.” Mulvaney said. “If he is truly concerned about either, he’ll walk into Speaker Pelosi’s office, demand that Congress stop spending money we don’t have and offer a plan that cuts federal spending.”</p>
<p>“As Chairman of the House Budget Committee, John Spratt is finally in a position to do for us what he’s been promising for years,” Mulvaney said. “Congressman Spratt, stop the spending. Pay off the national debt. Eliminate the federal deficit.”</p>
